Accomplishing universal, free, equal and secret elections is one of the great historical achievements of the modern age. Yet fewer and fewer citizens go to the polls. This is especially true for state and local elections, but also in the federal elections. Using the ballot box is not a matter of course any longer. Are the Germans now a nation devoid of voters? Isn’t voting mainstream anymore? What are the reasons for the continually declining voter turnout ? What does this development mean for the future of democracy and political culture in Germany? How can we counter this trend? What does contemporary 21st century voting look like? And what is the potential for changes to the electoral law?
